When the konqueror introduction screen is turned off, konqueror toolbars are disabled on start up. It is not possible to type a web address in the location toolbar and bookmarks are disabled too.

I got the same problems on MS Windows XP using KDE4.0.73. Almost all the menu entries are disabled as well as the one which enables the Konqueror Introduction dialog.
The only way to make it usable then - to chose the 'undo closing tabs' which opens a new Konqueror window with everything enabled. Or to edit the konqueror's configuration files (or simply delete them).

On what kind of system did you try to reproduce this? Also Debian, Windows?

This bug is still there on MS Windows XP in KDE4.0.80.

I just checked in KDE4.0.81 on Windows XP built with MinGW, bug seems to have been fixed.
