Also can't confirm in Konqueror 3.5.7 and 3.97.1. After clicking a link on the page I get a dialog If I want to save a file.

Note that a) the behavior of download links on sourceforge is different depending on whether you are logged in or not, and whether you downloaded something before, recently, or not, so this may explain the different behavior in firefox b) sourceforge is not always perfectly reliable, so this may well have been an issue at sourceforge. Can you still reproduce this? Otherwise, I think this report should be closed.
I confirm it : when I click on the file name, instead of downloading it, as it does in Firefox, it shows the release notes. I am unlogged in sf.net for both browsers. Although I must say sometimes sourceforge works for me in Konqueror. I don't know why it sometimes does, sometimes not.
Confirmed on 3.5.9. Even if it sometimes does work, it should work always like Firefox.
I can confirm this with 3.5.9 on 64bit kubuntu. Initially I couldn't download Acegi from http://sourceforge.net/project/showfiles.php?group_id=104215&package_id=112001&release_id=592318 but after logging in I could get it. But logging in did not help me download spring from http://sourceforge.net/project/showfiles.php?group_id=73357&package_id=173644&release_id=608794
works for me in KDE 4.6.3
