Installed from:    Compiled From Sources
OS:                Linux

Konqueror in kde4.
Menu->Settings->Configure_Konqueror->Web_Browsing.

Option: Enable/disable Acces Key activation with Ctrl Key.

Tick the box next to this option and hit apply.
Box gets unticked.

Stays ticked now, just doesn't seem to change any behaviour.

In the contextual help (which is not shown automatically), says that you must restart konqueror for this setting to work.

I can confirm that this used to not work, but as of 4.00.98 it works for me (issue mentioned in comment #3 aside). Consider submitting another bug report for telling the user that it would only work after restart.
