The new 'this link opens in a new window/tab' mouse cursor indication that was introduced in 3.5.7 has a small bug, it does not show up when the links in question are in an (i)frame that does not have focus. I'd post a link to the page where it does not work but its a password protected site so i can't.

i can reproduce in trunk r869427, for example have a look here: 
http://w3schools.com/TAGS/tag_iframe.asp . notice the the "forum" link on the main site and then in the example iframe.
