Version:            (using KDE KDE 3.5.6)
Installed from:    Gentoo Packages
Compiler:          gcc (GCC) 4.1.2 (Gentoo 4.1.2) 
OS:                Linux

first goto http://google.de (or any other site)
then in the same tab go to http://johannes.krude.de/leer.html (or any other emty page)
you will still see google, until you force the widget to redraw, for example by moving another window above it.

Can not reproduce. You happen to use video acceleration drivers, like ATI or NVidia?

I have some kind of intel chip in my laptop. I could also reproduce it with an nVidia card.

I couldn't reproduce it on a debian, but I don't know which konqueror version was installed on that machine.

With empty page you mean a page like "<html></html>" or a "no content" reply from a web server ?
First case works in KDE 4.6.3, second case "No content" server reply
is reproducible as you describe but this is not a bug as it is conforming to RFC 2616:
"10.2.5 204 No Content
... If the client is a user agent, it SHOULD NOT change its document view
   from that which caused the request to be sent. ..."

I meant an empty <html>. So it seems it is fixed.
