That would be quite a hack. I took a look through the source code, and the moodbar is actually rendered to a 150 px wide image which is later loaded via an img tag in the HTML that makes up the tooltip.
It should get handled like in the OSD, where it takes up all the available space (and is also higher).
can confirm in 1.4.9.1: the moodbar does not use the whole width of the tooltip. Cant test with amarok2 until it supports moodbars.
will look at if moodbar is ever reintroduced into amarok2
