Instead of dispaying menu to the left and list of downloads to the right, menu is on top followed by list of downloads. Compare the same page in mozilla-firefox. I am using ru_RU.UTF-8 character set and Russian locale if this matters
Seems correct here (SVN r554821). Could you post a screenshot of the rendering you see in konqueror?

This does not work for me in 3.5.6; this has never worked. I am happy to provide more information or test something if anyone suggests what can I do. It could be locale dependent, resolution dependent, font dependent ... I have 1024x768, 106dpi, with default font size 9pt; using AA and fontconfig of course, default fonts are Tahoma and Monospace; Tahoma was imported ages ago from Windows partition (when this installation shared PC with Windows).
Try creating a new user and running konqueror with that user. That'll make sure the problem isn't related to old config files.
This is the same under new user account.
I can reproduce this rendering behavior when adjusting font sizes larger. Firefox behaves similarly. 14.1" LCD, 123x124 dots per inch. Medium font size must be <=11.
