In kde 3.0 all menus had tear-off even if the application didn't handle it. I know it's been removed in kde 3.1 beacause off the menu that couldn't be updated.
But since then I really miss this feature.

So I propose this :
In the combo off tear-off menu we have "Disable" and "Application Level". Let add "Force (warning no menu updates)" or something like that. Wich would let us know that if we choose this option we wouldn't be able to have updated menu until we close it and reopen it.

For me tear-off menus are really important when you use a dual-display.
