I can confirm that as well, but for me, the stop button in Konqueror does not get disabled either.
Indeed, I just looked for the cursor... which isn't changed in konqueror at all.
Reassigned to konqueror people as this is no Akregator specific problem. Test in Konqueror e.g. with http://permanent.nouvelobs.com/politique/20060128.OBS4153.html.
Created attachment 14436 [details] Stripped-down testcase Testcase shows that "refresh" meta tag causes this behaviour. Therefore this is no "real" bug, but at least distracts the user. Perhaps there should be a visible hint that the page will reload after the specified time.

The Stop button is not disabled exactly for the reason you specified here. When there is a pending redirection through the refresh meta-tag, Konqueror's STOP button is not disabled to allow you to cancel the pending redirection. This has been Konqueror's behavior for a very very long time. It is a visual queue to the user that there is still a pending redirection, which they can cancel. Unlike other browsers we actually give you the ability to cancel those annoying meta refresh requests. And since there is no other easier way to provide a visual queue to cancel a pending redirection, this behavior will not be changed.
