Version:           3.4.1 (using KDE KDE 3.4.1)
Installed from:    Unlisted Binary Package
OS:                Linux

When one has no split windows (a single window) the activity LED and the "locked to location" icon do not show up. This is correct behaviour.

But when I open one or more tabs, they show up again. That is a bug. 
For they are still useless.

Same here with 3.5 branch SVN r575787. Not sure if it's useful for some reason that I haven't realised yet though

I can produce with 3.5.5 from Ubuntu packages.

Confirmed with KDE 3.5.5 from Kubuntu 6.10.

Under 4.0.3/Kubuntu each pane gets it's own lock/LED which seems to remove this bug. What is the situation 3.5.9? Thanks.

This bug is closed as outdated, as we do not have the manpower to maintain the KDE3 version anymore.
If you still can reproduce this issue with Konqueror 4.8.4 or later, please open a new report.
