Installed from:    Compiled sources
Compiler:          gcc 3.3.1 -march=pentium2
OS:                Linux

Create a new document with the A4 template, select the style "Head 1". The number of the counter is not bold, but when text is added, it is bold.

So it seems that bold for counters does not work.

The counter is formatted like the first character of the paragraph.
This is indeed a problem with empty paragraphs.

But it happens too when you add text to that paragraph. The counter remain 
normal while the first character becomes bold.
