My proposal:
delete key, delete icon, menu "delete" entry = move to trash, 

shift + delete key, shift + delete icon, shift + menu "delete" entry = delete.

So you do not have to have two toolbar icons, and two menu entries.

I hate to have to press Shift in order to really delete files. Why should the program know better than I whether I really want to delete stuff? I don't use the Trash for anything, so this proposal would be a disservice to me.

I agree that Del should be "Move to Trash" by default. I would simply reassign that. However, the menu entry in the context menu should stay there.

There could be option in trash setting to delete files instanly, not moving them to trash.

You can disable showing of "Delete" entries in 3.3+ and Shift+Trash in 3.4+ deletes.

What about single icon for deleting/moving to trash?

The single icon wouldn't work. If both options are shown in the context menu or in the toolbar, it would get ugly and confusing.
