Version:           1.4 (using KDE 3.3.89 (CVS >= 20041104), Gentoo)
Compiler:          gcc version 3.3.4 20040623 (Gentoo Linux 3.3.4-r1, ssp-3.3.2-2, pie-8.7.6)
OS:                Linux (i686) release 2.6.9-gentoo

...if the tab widgets...
were united...
=> 'close' on CTRL+W, 'next tab' CTRL+. etc

You can configure that yourself under Settings/Configure Shortcuts.
However, if you do that you will get this warning:

"You have chosen one or more Ctrl+<key> combinations to be used as shortcuts. As a result these key combinations will no longer be passed to the command shell or to applications that run inside Konsole. This can have the unintended consequence that functionality that would otherwise be bound to these key combinations is no longer accessible.
You may wish to reconsider your choice of keys and use Alt+Ctrl+<key> or Ctrl+Shift+<key> instead."

Which is the reason why e.g. Ctrl-W and Ctrl-+ will not be made the default.

yes, that seems reasonable to me.
what about (optionally) having the same behaviour if you hover over the tab area?

I don't think it's a good idea to change keyboard shortcuts depending on the mouse position.
