I would like to see an option where you can specify that a window is present on a subset of available desktops.

For example, I would like to have Ksysguard present on Desktops 2,3,4, but not Desktop 1.

There probably isn't an easy way to do this without cluttering the menu options when you right-click the title-bar, but maybe these options could be placed in the Window-Specific Settings menu.
