Since (this version of) KTouch goes mad when the user encoding (e.g. UTF-8) differs from the keyboard file encoding (e.g. ISO-8859), I think it would be a good idea to include this(*) UTF-8 coded Italian keyboard file.
This already happens with German de (ISO-8859) and de-2 (UTF-8) keyboard files.

This was obtained simply by recode'ing keyboard/it.keyboard

add belgian keyoard layout, thanks to Marc Heyvaert
fix all layouts by saving them as utf8 and adding utf8 for reading the file
this seems to fix 2 bugs!! I'll backport of course
