In order to allow users to edit their konq RMB menu without hacking desktop files, a 'Edit this Menu' entry should be added to the 'actions' section of the current RMB menu.

This 'Edit this Menu' action should show a editor that lists all entries in the actions menu. Maybe it could even show RMB menu entries that are not in the the 'actions' section, but in the 'root' of the RMB menu.
