It'd be nice to have that, but I'm not sure if it's a viable option for the GUI (YACO, yet another config option). Perhaps a kconfig key that can be set in konquerorrc (or kconfedit later on) Galeon does it this way. To have tabs anywhere other than at the top (or to change any of the more 'weird' config options), you need to bypass the GUI and set a gconf key. I think this works well. Expert users are satisifed by having the option they want (and they have the expertise to edit a config file), while newbies are not confused by a plethora of GUI options.
