I had the same problem with KDE 3.1.4 (Mandrake 9.2) but I still have the same problem with KDE 3.2 beta 2 on my Gentoo.

When I browse with Konqueror folders containing some files (enough to be able to use the mouse wheel to scroll the files) if I put the cursor on a file, the file tips box appears, then if I use the mouse wheel to scroll up or down, the parts of the icons that were hidden by the file tips box are not refreshed at all.

This bug is still in KDE 3.3 Beta 2.
