See Bug 35603: kmail doesn't scroll down. It was
closed but should be reopened. In summary, when a new
mail arrives, the inbox should scroll to reveal the new
line at the top or bottom (depending on how you like
to sort). The 'current' message highlighted and shown in
the lower pane should not change. The current non-scrolling
behaviour means I have to go the scroll bar EVERY time
mail arrives. Scroll bars are fiddly components at the
best of times. The arrow keys and page up/down affect the
lower pane, not the inbox (even when the inbox has the input 
focus) so there is no option but to use the scrollbar.

We won't scroll the currently selected message out of sight in the message list. So your wish is a duplicate of 49292.
