Version:           1.5.94 (using KDE 3.1.94 (CVS >= 20031206), compiled sources)
Compiler:          gcc version 3.3.2 20031005 (Debian prerelease)
OS:          Linux (i686) release 2.4.21

In the new email dialog select a number of lines (more then two) and select the  Quote characters function.
You get quote chars ( a '>' here) at the start of each line.

Now try again but don't select _whole_ lines but start some chars from the start of the line (like starting to select 'again' on this line to the end of the line).

Select the same function again.
Notice that the '>' is inserted at the start of the selection; not at the start of the line, making the quotation not follow Internet styleguides.

Problem still exists in KDE4.1 (KMail 1.10.0).
