Not really a bug of KHelpCenter but of the documentation provided with KDE.

In chapter 3 of "Welcome to KDE" one can read (at least in the German version) that KDE aims to give you a GUI environment similar to those of Mac® OS and Windows® 95/NT. Since there are now many Windows versions which are newer than 95, Windows users might be amused if they read that KDE shall be similar to 95. I think, the wording should be changed here.
