General concept: When you RMB in the toobar, this should produce actions that are relevant to session management. When you RMB in the main pane, this should produce actions that are relevant to the particular session.

Specific changes: I think that the current "Toolbar Menu" should be relegated to a general configuration section - you don't reconfigure the toolbar much. The RMB in the toolbar should provide the New Session->, Detach Session, and Rename Session... options, which should be removed from RMB in the main pane.

Further changes could be to add the re-ordering functions (View->Move Session Left, and View->Move Session Right) to the Session Toolbar.
