Follow up to #49719:
If one opens a file which has breakpoints set, the "Icon Boarder" should be opened per default. Or one jumps (more or less involuntary) through STL headers ... I would really like to see that small green arrow at once - without being lost in code ... :)

The new kate part also highlights the line in red. This is better than forcing the iconborder if the 
user has explicitly turnec it off.
