Title says it all.
In Kicker's "Preference" menu to access Kcontrol modules, there's no difference between "Peripherals/Keyboard" and 
"Regional & accessibility/Keyboard Layout"

It always bring the Peripherals settings.

Keyboard Layout is correctly accessed via Control Center
