Version:           3.0 a3 (using KDE KDE 3.0.99)
Installed from:    Slackware Packages
Compiler:          gcc 3.2 slackware 9.0 current
OS:          Linux

step by step:

open kdevelop
project -> new project

"location" field points to /home/spec
I changed it to /home/spec/projects through [...] button and navigating to that directory.
Then when I start typing in "Application name" field "Location" field changes back to /home/spec

That's stange, might be a bug in your fairly old KDE version (my KFileDialog always 
returns a directory with a tailing "/"). 
 
Anyways, I fixed that behaviour so it should work no matter which KDE version you 
use.
