Try this:
Sidebar is enabled.
I open a local html-file in Konqueror.
Then I click on a symbol in the sidebar to get in this directory it points to.
Now I have the icon sticking to my pointer as if I was to move/copy this icon I just clicked on in the sidebar.
This behaviour appeared some days ago.

Yes definitely a bug.  It starts a drag for some reason.
