After I start kworldclock I enter the kworldclock window in the left below corner (DomontDUrVille on the south pole). The time there is 01:45:xx. Now I move my mouse pointer to e.g. New York; the time there is also 01:45:xx. Going on to London I get the same time. Every city on the globe seems to be in the same time zone. 
I tested kworldclock with US English and Austria/German settings. Same error with both settings.
