Version:            (using KDE 3.0.3)
Installed from:    Mandrake Linux Cooker i586 - Cooker
Compiler:          gcc version 3.2 (Mandrake Linux 9.0 3.2-1mdk)
OS:          Linux (i686) release 2.4.19-16mdksecure

When I use Login Manager (Admin Mode)
and change Sessions/Allow Shutdown to
'Everybody' and apply, 
and change Users/Show Users to 
'Selected Only' and apply, then exit,
the new setting take effect until I restart.
Then they are often (but not always!!) lost.

i think this is some mandrake-specific breakage. probably some startup- or 
installation-script messes up the settings.

AFAIK this is caused by msec (security inspector) - at certain level of security it 
changes this setting back to "Everybody" (there is some comment it is due to some 
security flaw in kdm).
