When using auto login some key/shortcut don't work.

For example when setting the letter `a` as global open/retract in yakuake and the letter `b` as global alternate.

* not using auto login both key open/retract
* using auto login only the `b` key open/retract and `a` does nothing

Looks similar to https://bugs.kde.org/show_bug.cgi?id=188851 but that bugs seems pretty old so I figured it would be best to open a new one.

bug 375518 comment 1 hints at a reimplementation for wayland hopefully abondoning this and more x11 quirks ...

I speculate, without the password-prompt, the keyboard config is delayed until after kglobalaccel starts up.
