I also tried the latest stable version 1.8.18, and the problem persists. Please see screenshot for details.

At least in 1 application, icedove, not all color settings are
inherited/honored by qtcurve.

If I switch back to Oxygen, my choice of color are inherited/honored.

Please see attached screenshot for details. ON the left hand side, the
color is not inherited.
