Data imported incorrect after change "Start at Line" in CSV import wizard.

1. All rows are imported.
2. Data in some fields are lost.

Reproducible: Always

Steps to Reproduce:
1. start importing wizard
2. change value in "Start at Line".
3. import data.
4. Verify result


Actual Results:  
Rows less than specified in "Start at Line" are imported

Expected Results:  
Rows less than specified in "Start at Line" should not be imported
