Right now most applications that come with KDE SC thread CTRL + m as menubar toggle. There are however apps that don't listen to that command at all or that even do something different.

For example:
KCalc - no action at all
KAlarm - opens a window for a new mail alarm
KMail - no action at all
Localize - no action at all
Dragon player - no action at all
Krfb - no action at all
Knote - no action at all
...

And after that i stopped trying apps. I think it's even safe to say that: "some apps work with CTRL + m, but most don't"

KWin is not responsible for window content -> reassign to best matching product
