Prerequisites:

Window behaviour policy must be "Click to Focus" or "Click raises active window" must be enabled. I normally use "Focus Follows Mouse" and "Click raises active window".

The bug is that when I drag something from a window, the window is raised. This is incorrect behaviour. The window should only be raised if I click it. Dragging a file from a window is not the same as clicking that window.

I've reported this against Dolphin because this happens when I try to drag a file from Dolphin to my email client and that's when I observe the problem.

However, I suspect that this may not be Dolphin-specific but rather a window manager (KWin) issue.

Reproducible: Always

Steps to Reproduce:
1) Drag a file from a Dolphin window to another window.

Actual Results:  
The Dolphin window raises.

Expected Results:  
The Dolphin window should not be raised.

Dolphin reports its version as 1.4.
My distro is Ubuntu 10.04 with the kubuntu-desktop package pulling in the KDE desktop.
