Version:           1.0 (using KDE 4.6.2) 
OS:                Linux

If systemsettings are not run with root permissions you are unable to add new KDM theme.

Reproducible: Always

Steps to Reproduce:
1. run systemsettings
2. run KDM configuration module
3. open theme tab
4. click "download new themes" button and install one
5. theme is not installed

Checked in ubuntu and fedora
