Hi. Last I tried in KDE 4.6 beta 1, (Beta 2 packages seem incomplete for Ubuntu right now, they want to uninstall lots of stuff) When you download a new theme as a user with khotnewstuff, it does not appear, because it does not seem to prompt for root elevation with PolicyKit. It seems to prompt for it when I install a file as a theme, and Khotnewstuff seems to install when systemsettings is run as root. 

When the user hits install, I would assume that will be the time it asks to try to elevate with PolicyKit, that way Khotnewstuff is not run as root, but not exactly sure.
