Steps to reproduce:
1. Have a panel at the bottom screen edge.
2. Drag a window all the way down, so the title bar pushes up against the top edge of the panel. Release the mouse button.
3. Drag the window downward again from its new position. This time the title bar will go under the panel.

Expected behavior:
The title bar should consistently refuse to go under the panel no matter from which starting location it is dragged.

is bug, no relation to electric border switching
