I do not know if this is a bug or a whish. IIRC in kDE3 the behaviour was different (less cursor down presses were required):

In KDE4.3beta1 (as well as in KDE4.2.x) you have to press cursor-down two times to select the first list entry in klipper.

* Make sure the klipper list is not empty
* Open the list by mouse click or alt+ctrl+v
* Press cursor-down => The list title is selected
* Press cursor-down => first entry is selected

Is the selected list title useful in any way? I do not see a functionality behind it. So it would be a good idea to preselect the first item automatically when opening the list.

Also the list title should not be selectable. 

btw: A funny detail: If you have window shadows enabled, the shadow of the klipper list becomes a little bit darker on each row that is selected the first time (by each cursor down press). After wrapping around and starting again at the top of the list, the shadow stays dark and is not changed any more.
