In order to reproduce this bug it is important to have a long file (1000 LOC or more), not because it's a deciding factor to observe the bug but due to timing constraints.

Open the file, scroll all the way to the bottom/end and, with the mouse, start selecting the text towards the top.

Once the mouse is no longer over the text view, but with the left button still pressed and while the text is scrolling up, press the right button to call the context menu (over the toolbar).

The scroll will continue upward even if you press ESC, type anything, switch files, minimize kate, put the scrollbar at the top, ... Double click will stop the event.

The same applies from top to bottom selection.

i can confirm this happens with kate from trunk.
