I'm not sure how these labels are called internally, but when I press Ctrl they start blinking like appearing and disappearing like many times per second. Plus, sometimes then I can't get rid of it because it's hard to know when you're going to hide them by releasing the ctrl-key.

Works fine on KDDE 4.2.91 it seems to get this by key release now please check the svn revision you use

I agree with Andreas. On trunk access keys doesn't blink on activation

I find if I'm holding down the ctrl key, to ctrl-click a link, they are blinking on and off like made in 4.3.2 .
