to reproduce this annoyance. open 3 windows.
the 3 windows are all maximized, with the 3rd one taking focus.
i click on the button of the 1st window in the task manager, it shows up, and has focus. i click on it again to minimize it, it goes down, the 3rd window appears in front of me, BUT the second window has focus! the second window, since it's right after the first window which got minimized is now having focus, taking input, while i'm not seeing it, i'm seeing the 3rd.

I can't reproduce this issue as you describe, but I *do* frequently experience a similar end result, where after some operation (like a window closing) the window that gets the focus is not the front window. I haven't found a way to reproduce it reliably, but it's very annoying. Something is definitely wonky about focus and window ordering.

kwin handles window focus decisions, not  plasma.
