At random moment in time - usually when I work with konqueror, the mouse pointer becomes busy (mouse pointer with gear icon jumping up and down - just like when I launch some application) and window indicator with title "Http cache cleaner" appears in the taskbar, though no window appears when click on it. This lasts for few minutes, then disappears.

I can still do my normal tasks while this is happening, but this seems to be rather annoying - especially the jumping mouse pointer, and even more especially that I can't do anything with this until it dies itself.

I have found the same issue was reported for ubuntu few times rather long ago - for example here https://bugs.launchpad.net/ubuntu/+source/kdelibs/+bug/60315; I am using opensuse 11.0 now with kde 4.2.1 from opensuse factory and this still happens.

One of the advices to avoid this were to change parameter in http_cache_cleaner.desktop:

X-KDE-StartupNotify=false

I have found 2 http_cache_cleaner.desktop files in my system (one from kdelibs3 and the other from kdelibs4) and they both have this option set to false.

I do not think the jumping cursor and weird window indicator in taskbar can give any useful input for the user except annoyance - it should use the new kde notification system or should not show itself at all (one will always be able to find it the system process list where all other services live).
