In Hebrew Dolphin, pressing F2 to rename files gives a dialog box (not inline). In this dialog box  the right arrow moves the cursor one character to the left and the left arrow moves the cursor one character to the right.

All the bug related to arrow keys in RTL mode is upstream bug. Please see this:
