I can not launch 'login manager' from systemsettings in KDE 4.1.80 (beta1) as normal user. Systemsettings says:

Running "/usr/bin/kcmshell4 kdm --lang en_US" as root works without any problem.

I'm using kde4 beta2. I has the same problem.

You "can't launch". The login manager module doesn't appear at all.. or their controls are disabled ?
Also, have you updated your version (don't forget to mention it when reporting a bug against a devel version)

It's fixed in settingsmanager 4:4.2.2-0ubuntu2 (Ubuntu Jaunty) for me.
