The holiday "day of energy" (russian) is celebrated on December, 22nd (instead of on December, 21st).

Is it this one ?  "День энергетика"

If yes, the description we have for this event is : "Third sunday in december" (which would be the 21 for 2008).

I too saw such description in some calendars, but actually this holiday is celebrated on December, 22nd.
It is possible to check up in google.ru or yandex.ru.
