Version:            (using KDE 4.1.3)
OS:                Linux
Installed from:    Mandriva RPMs

Steps to reproduce:
1. Lock the konqueror toolbars
2. Close it to make sure the setting is saved
3. Open konqueror
4. kill konqueror
5. Open konqueror and choose to restore session -> see toolbars unlocked.
If I choose to start a new session, the toolbars are locked as expected.

Here using:

Qt: 4.4.3 + qt-copy-patches-889120
KDE: 4.1.86 (KDE 4.1.86 (KDE 4.2 >= 20081221))
kdelibs svn rev. 904448 / kdebase svn rev. 904448
on ArchLinux x86_64 - Kernel 2.6.27.10

I can reproduce the bug. The toolbar is unlocked when restoring a Konqueror session after a crash/kill. 
I suppose this is because the "lock setting" isn't saved correctly when the application doesn't close properly (on crash or kill).

This is still present for me with KDE 4.3 beta1
