Textarea-Elements get a scrollbar when the content needs more lines than can be displayed in the area of the element. 

The bug is related to the cursor's image which indicates its type: 
When moving the cursor onto the scrollbars of textarea elements it is displayed as an "input" cursor instead of a normal "arrow" cursor.

Confirmed in 4.1.2 (Kubuntu) and trunk rev. 875700: The mouse pointer looks like an "input" cursor on a textarea's scrollbar (in Konqueror 3.5.10, it is a "normal" arrow cursor as it should be).
