Since kde4 I have never been able to copy text from kmail using keyboard shortcut (CTRL+C) I always have to use the context-menu with the mouse (which is quite annoying for someone who is used to no really using the mouse).
I know, I should have filed this bug long time ago, my bad.

Just some information:

There is another way to copy/paste text in any X-window client (like KDE), just select the text you want to copy, and click the middle mouse button (or left and right at the same time) in the position you want to paste.

In any case, yes, you should have filled it long time ago, they did it before you. :-)
