Version:           4.1.0 (using KDE 4.1.1)
OS:                Linux
Installed from:    SuSE RPMs

If I create a todo for example on date 2008/06/25 and do not set the time (11:00 or so) it will not be red at 2008/06/26.
To me this is not right.
If I set a time like 11:00 it becomes red at 11:01.

I'm getting this behaviour also.

Ubuntu packages of 4.1.2. 

Not too problematic in theory, but it effectively negates the difference between the to-do list and diary appointments in the calendar view because the to-do items can't float free of a specific time.

I am seeing this same behavior, with the addition that overdue recurring to-dos are also marked in red (in addition to overdue time-associated to-dos but to the exclusion of other to-dos).

After upgrading to 4.1.4, I no longer see this behavior. I would suggest to close the bug.
