When I use KRunner to send an email, only the actual e-mail address is put in the "To:" header field, not the name of the recipient.

Expected behaviour:
The "To:" header field should contain the name as well as the address, if the former is provided in the address book entry, e.g. not only "<john@doe.com", but "John Doe <john@doe.com>"

I've just tried using current trunk (r866511), the "To:" field is filled with something like:

  "The Name <themail@domain.net>"

So it seems like you want.
