To reproduce:
Add notes plasmoid to desktop. Rotate the plasmoid in any direction. Right-click on applet and the context menu is displayed rotated as well. Other rotated applets not displaying this behavior. The displayed menu is really ugly and hard to read.

Tip:
Rotate the applet upside-down and right-click. How am I supposed to use that menu?
